In most circumstances’ developers are obliged to sell their S106 properties at substantial discounts to a registered provider. This can make some developments marginally profitable and can lead to varying quality of on-site management services, compromising the development as a whole. However, the legal requirement is for the affordable homes to be managed by a registered provider not necessarily owned by one.
